Collection Development

Selects and orders materials for all libraries, the mobile libraries and the County Detention Center. Materials selected include: children's, young adult and adult fiction and nonfiction print titles, large type, reference titles, Korean, Spanish and Russian language collections, music compact discs, books on CD, DVDs, magazines, downloadable audiobooks and ebooks, and more. Customer requests, demographic and consumer information, and the media are examples of major factors that influence the selection of titles. Oversees the shipping and receiving functions of materials ordered. Reconciles invoices and orders and directs materials to Technical Services for processing and cataloging.

Facilities Management / Operations Support
Plans library layouts, library renovation and new construction, makes furniture, equipment and supplies purchases. Assists other departments in the library with the contract process. Keeps library buildings and service vehicles in good condition and safe for customers and staff. Responsible for weekday delivery service to and from all library facilities. Prepares annual operating budget for Baltimore County Public Library. Processes the payroll for all Baltimore County Public Library employees. Maintains accounts payable and processes payments for all vendors. Accounts for all funds received into the Baltimore County Public Library system.

Human Resources
Provides and supports activities that attract, retain and motivate staff. Supports staff development and consults with managers regarding staff relations concerns and development. Information Services
Develops online information resources, such as the Baltimore County Public Library web site, community information and local history resources. Supports branch reference services by creating information resources, coordinating reference training of librarians, and investigating trends in information services. Provides reference service to local government staff and online customers. Partners with government and community groups to develop local information resources. Oversees Interlibrary Loan (ILL), which provides access to materials that can be borrowed from other libraries, in Maryland and nationwide, and lends Baltimore County Public Library materials to other libraries. Coordinates booking of meeting rooms in branches and Administrative Offices.

Marketing and Development
Ensures that services and products of the library meet the needs of Baltimore County communities and promotes these services and products as appropriate. Handles publicity and news directed to both customers and staff of the library through all media, including newsletters, newspapers, radio and television. Responsible for photography, print communications, and identifying and coordinating adult programming for branch libraries. Seeks outside funding to augment library programs and services. Grant development and writing, sponsorships, individual, corporate and foundation giving are part of the department's fundraising activities for the library system. The department also acts as liaison to the Foundation for Baltimore County Public Library and Friends groups.

Planning and Projects
Coordinates system-wide planning processes and the initiation, execution, and control of specific strategic projects and activities, including the library's strategic plan and the annual workplan process. In addition, staff acts as a resource for project teams. The department also coordinates all surveys done in Baltimore County Public Library, as well as the creation and analysis of reports so that everyone in the library has the data they need to make timely and effective decisions.

Technology Support
Supports Baltimore County Public Library's network, hardware, and software. It consists of three workgroups and a department coordinator:
Client Services: Provides end-user support for staff and system planning.
Integrated Library System:  Supports Baltimore County Public Library's Tandem mainframe circulation system providing library circulation, phone circulation/phone notification, and the acquisitions system.
Network Operations: Supports Baltimore County Public Library's networked computer system.
Department Coordinator: Supervises each workgroup manager and manages all interdepartmental efforts, performs departmental budget and planning, facilitates the department Tech Council decision-making body and acts as a project manager for larger system wide technology and business initiatives.

Youth Services
Provides guidance and support to libraries and Administrative Office departments in delivering services to youth, including creating service guidelines, developing and delivering staff training, and overseeing programming for children. Administers Summer Reading Program and Story Timers volunteer program. Collaborates at the system level with Baltimore County Public Schools, Baltimore County Local Management Board, and other child-serving agencies.

Bookmobile service

Expands with second vehicle to cover the eastern area of Baltimore County. It is housed at the Essex Library and carries 3,100 volumes. It is a 32 foot 10 ton vehicle with air brakes, power steering, and electrical generator. Essex is the first branch responsible for combined bookmobile and branch operation.

Survey of public library service authorized

Board authorizes survey to produce plan for future development of library services in county. Consultants were headed by Dr. Lowell Martin, dean of Graduate School of Library Services at Rutgers University.

Long playing recordings

Added to all libraries and both bookmobiles. The collection included classical, vocal, children's, drama recordings. First collection was started at the Middle River Library.

Share rented quarters at 28 West Susquehanna Avenue. Previously the Towson Library was located in a six room apartment at 25 West Pennsylvania Avenue. It was so crowded that even the bathtub as well as closets and kitchen housed the collection!

Prompts growth plan which is adopted by Board of Library Trustees. Branches to be spotted around beltway and designated as "area" or "community" in size. "Area" libraries are to serve as resource centers for "community" size libraries.

Machine charging (checkout materials)

Towson Library is the first in county to use photo-charging. A photo was taken of each patron card transaction using RECORDAK and McBee Keysort process. Results were stored on microfilm.

'Library Associate' Training Program

"To help meet pressing need for trained, knowledgeable people to assist the public in the use and enjoyment of materials available in library collections", Baltimore County Public Library created a new job classification and started a training program for "Library Aides". This program eventually went statewide.

Opens at a leased location at 9440 Belair Road. The building was privately constructed to library specification and leased by Baltimore County. It replaced bookmobile service to the area. Closes at this location January 31, 2009.

Catonsville Library

Moves into present building at 1100 Frederick Road. Catonsville Library is the first "area library" to be constructed according to Martin Plan concept devised in 1958. It was the first library building actually built by County as a library.

Baltimore County Public Library is first library in country to replace the card catalog with a computer generated catalog in book form. This allowed customers to see the holdings of all the branches in the system for the first time.

Opens in an attractive wooded site located next to a shopping area. It was necessary to place the library building on one side of a stream bed and the parking area on the other side. Crossing the stream is a foot bridge.

A small bookmobile serves as a summer book van for children in summer camps and recreation centers. During the winter the vehicle stopped at institutions such as nursing homes and retirement communities.

Generalism

Baltimore County Public Library initiates "Generalism". All librarians serve all customers. This eliminates separate Children and Adult Departments within the Baltimore County Public Library.

 "Mini Library" concept

Established when communities sought libraries that could not be justified in the library's physical facilities plan for the county. The County Executive promoted the idea of volunteer-run libraries for which the county would provide leased spaces and the library would provide a collection. They were stocked for quick pickup of popular adult and children's materials and were based in small neighborhood shopping centers. Four minis were established: Edgemere, Jacksonville, Owings Mills, Wellwood. They were administered by nearby full-service libraries. Full service libraries provided the full range of information and programming services with salaried librarians and circulation staff.

County Executive announces cooperative venture between the library and Baltimore County Department of Permits and Licenses that allows customers to apply and pay  for 14 permits and licenses at the library. The library could actual issue 5 permits, including animal licenses, electrical postcard permits, and plumbing postcard permits. STAR (Shortcuts to Accurate Reference)

Adopts and initiates extensive reference interview training for all information desk staff using an adaptation of the Maryland model developed by the Division of Library Development and Services of the Maryland State Department of Education. Trainers introduced staff to the key model reference behaviors still in use today.

Essex Library's Libraries Online Family Learning Center

Microsoft Online Grant provides the library system's first computer learning center offering public access to computer software and the Internet. Baltimore County Public Library was one of nine libraries nationwide to be involved in Microsoft's pilot project to make computer access available to the public. Essex Library 'hooks' fish for its Chesapeake Bay themed renovation

Essex reeled in one of Baltimore's ''Fish Out of Water" sculptures when it was auctioned on eBay. "Holy Mackerel", a brightly colored 40-pound creation by artist Bennard Perlman, first resided in front of the Baltimore Basilica across the street from the Enoch Pratt Free Library in downtown Baltimore.

AskUsNow! Virtual Reference

Baltimore County Public Library and Harford County Public Library provides first LIVE online reference service to Maryland students as part of a state grant. The target audience was "high risk" students needing help with homework related assignments. Eventually the service went statewide to the general public, as Maryland AskUsNow!, with many other libraries participating.

Cockeysville Library hosts a pilot project to circulate zines, small self-published magazines popular among people in their 20s and 30s. The Library is the first public library in Maryland to circulate zines. Collection discontinued May 1, 2009.

First Early Childhood Center opens at North  Point Library. This was a multi-agency project named "Focus on the First Years" designed to provide families a "one-stop-shop" for services to families and a play center with learning activities for their infants and toddlers. in activities that encourage reading readiness and child development in the formative years.

2010, June 30 Cockeysville Library reopens in enlarged space. On October 10, 2009 the library began operating as a mini-library out of its meeting room with limited collection and services available. The building underwent a major renovation and an expansion by 1,600 square feet.
